WTF - Transparency - Hahah
Get a DUI and you’re fired (Christi Ruhtz, James Miller, Jo An Barker, etc, etc, etc). Get into a drunk brawl and get a slap on the wrist (Logan Tromer and George Leontidis). Commit felony theft and maybe you’re fired and arrested (Steve Smith), maybe not (Brian Bingham). Send fellow workers sex related texts and slide (Mitch Grissinger). Send citizens sex text messages and you’re fired (Brian Overton). Have sex on duty and you’re fired (Steven Nichols). But if you send inappropriate messages and get kicked out of AID (documented investigation), some day you will promoted to Captain in IOB (John Spoor). Cuz that guy has never been inappropriate around women. And the Sheriff wonders why employees feel this place is a little unstable? Because discipline is a matter of what mood the Sheriff is in. Rules are just “guidelines”. Some get passes (Mark Cross), some get fired (whoever Bob is over). If you are liked and it’s not too public, it never makes it to AID. If they’re over you, you get to do a perp walk. And rest assured that your story will be plastered all over the news to show what a tough Sheriff he is. Hey Bob. Get rid of the passes and just follow your own damn rules. That would be great. Deputies would respect that.

Of course there is transparency. If you aren't connected and make a mistake then there's FULL transparency. Connected folks, well Bob never heard of transparency then (swept under pcso rug)

Very good details and factual. But the only way to hold anyone accountable is just embarrass them via the media. Most fake news media have a agenda and listen to explanations by so called community leaders. This includes Car 1. If your lucky the fake news editors will listen and investigate the malicious and bias punishments. However these POS have sold out to republicans and democrats based on friendships. Don’t expect PCSO IA to be fair and or impartial.

Transparency is up to Pear1's interpretation. He stated in court under oath that the General Orders are just guidelines and suggestions subject to (his) interpretations. Nobody else's. Pear1 is either the most corrupt sheriff to date or bipolar/unstable in need of psych treatment and drugs. In either or both cases Pear1 is unfit for public office. That's why morale is in the toilet because the troops know the playing field is not level for everyone except those who drink a lot of pear juice.
