    Since the 1990's, the Department has been in a race war between the Blacks and Cubans for power and sweet positions. By the 2000's, Carlos Alvarez would run for Mayor and win. However another Cuban name Carlos Gimenez hated Carlos Alvarez and really did not like cops.

    Carlos Alvarez as Strong Mayor worked with John Rivera to get us big raises. However it was short lived.

    A Jewish billionaire name Norman Braman rose up against our raises, uprooted and recalled Carlos Alvarez, and replaced him with his friend Mayor Carlos Gimenez.

    This is when shiiit went down hill. Carlos Gimenez said we did not deserve our raises. John Rivera tried for three years fighting and suing the County to get our raises.

    Unfortunately in the end, we lost our raises and shortly afterward, John Rivera would be betrayed and replaced by Steadman Stahl over allegations of mismanagement of PBA funds.

    Once Steadman Stahl took over, the deal was sealed. The PBA really doesn't fight hard for raises. Officers are fired for screaming, slamming doors, slapping violent subjects, address changes, minor domestics if the Department doesn't like you, and the list goes on that you can be fired for anything.

    The PBA lo laughs and post as well as brag about who got fired and in fact they post names of officers they do not like on this site to stir up old shiiit.

    When you have a weak azz union and no one to defend officers Rights shiiit will continue to go down hill.

    What's even more sad is the PBA and PLEA spend more time fighting each other over dumb shiit, instead of fighting for our rights as police officers.

    Your qualifications no longer matter as who you know or blow took completely over as far as your assignment. Anglos and clean living were replaced with the most unfit and unqualified blacks and corrupt cubans.


    You may not like these truths but the Department was better and had less bullshit when a white Anglo ran it.

    Director Loftus tried to sustain some balls, but Carlos Gimenez cut them off before he could say Make this Department Great Again.

    Parker really never got a chance to shine for he was always in the shadows of Mayor Carlos Alvarez.

    By the time Patterson took over he reduced the Department budget, and destroyed most of the proactive squads and units to handle high crime and violence in Miami-Dade County. Basically he took a pay cut from 230,000 dollars to 190, 000 dollars to become a useless Director and pretty much fired good cops for little of nothing.


    Now JP took over with a loud bark, but after the affair and UPS scandal the big bark became a big meow.

    Freddy was left with no power to demote the useless and inept command staff of unqualified blacks because as you know, PATTERSON is back as the CHIEF PUBLIC SAFETY OFFICER, so they feel untouchable.

    Nanny is gone so Freddy has no real guidance. So give the guy a break. He is surviving as they all are at this time.

    He has one AD leaving soon and the other AD who really is a Lieutenant by rank waiting to replace him as soon as Patterson says so.

    Pratt left and Ricky joined her. Look at most officers who are retiring with less than 20 years.

    Look what just happened on Miami Beach when officers do their job, yet 5 were arrested for a THUG.

    This cop life isn't getting any better after the whole GEORGE FLOYD Incident.

    Thank you for that timeline and real response. Do you have any ideas on how to get things back to a quasi-normal place or do you think this is way to gone by now. And guys please take the grammar police and other stupid comments to another post. Let’s keep this a real post for once.

    One of your reply back folk said I left out a few things and got a little sleepy sense my last reply.

    Let's talk about a few things that were left out first.

    Aside from what I have already shared about the 1990's, between the years 2000 to 2003, the Department lost approximately 685 senior officers and supervisors who were either retired or finished with the drop. This manpower void was never filled.

    While Carlos Alvarez believed in multiple 45 officers per class academies running at least 4 BLE's at a time, by the time Carlos Gimenez took over, he immediately stopped all academy classes and froze the County budget. Afterwards, he attacked the PBA and our contract as well as our Healthcare Insurance. He squeezed Director James Loftus into a skeleton fiscal budget and by the time JD Patterson took over we were all fuuucked!

    Patterson only cared about Patterson. He destroyed the budget and began promoting unqualified blacks to positions they had no business being in. He allowed his arrogance and religion to destroy this Department from within. He was never really qualified to be Director but Carlos Gimenez needed a mindless lab rat to do the job of reducing our budget at the cost of high crime and shootings in Miami-Dade County. By destroying TNT and reducing RID manpower, wiping out MEGTAF GANG UNIT, and using a guy name Mike in the Fiscal Management Bureau to help find our large budget divisions and reduce the cap off limits, Patterson single handedly put Miami-Dade County in danger as well as officer safety.

    Basically he said yes boss whatever you say master. Now going back to Carlos Alvarez, when he was campaigning for Mayor, he got into a Internal battle with Assistant Director Robert Holden, Chief Robert Munuecas, and Major Michael Tertolla.

    These were very capable, qualified, experienced, and honorable men. They had ethics and they had balls. They refused to campaign for Carlos Alvarez like the rest of the Vigoa crew. As a result, Carlos Alvarez went after each of them by way of demotion and intimidation. They all resigned or retired. But Chief Munuecas still had two sons on the Department. One was Tito Munuecas a Sergeant in Narcotics.

    The other was a rookie on probation Danny Munuecas, who was a very good kid. Tito laid low under Nanny's protection, but Carlos Alvarez had Danny Munuecas terminated a day before he made probation along with Major Gary Schimminger step son. This was a Cuban political hit. Later Chief Munuecas would file a lawsuit against the County and go on the news expressing his displeasure with Mayor Carlos Alvarez.

    Danny Munuecas would move over to Doral and excel to the rank of Lieutenant. 👍👍👍

    The blacks now under Director Parker saw an opportunity to push their black promotion agenda. So these are the blacks who were promoted. Ricky Smith to Chief, Veronica Ferguson from Lieutenant to Major, Sheila Thompson from Lieutenant to Chief, and Willie Marshall from Lieutenant to Chief.

    Now there were people like Nanny and many others non black who were overlooked.

    So when Director Loftus took over after Parker retired, he would inform all of these token blacks that their time was up and they would all be demoted. Well like the close knit coworkers they were, they all retired around the same year and time. Captain Margo Wright thought she should be promoted, but it didn't happen so she left as well with a law degree. Imagine that all of these retirements of such chosen blacks at one time.

    Now Loftus had the respect of most of the troops. However he had to deal with the Major Carmen Major Petrado and Rick Pertrado scandal. The Major Lou Battle, Chief Leonard Burgess, and Major Flint scandal involving Carmen as well.

    You see, this Department is full of old bones buried underneath a pile of cow manure. The training bureau once had qualified Majors like Major **** Roger's who was a good old boy. He was backed by Assistant Director Frank Boni and Chief Thomas Lamont. All of them were experienced white males.

    Officers Fiscaletti, John Delgado and Lou Fernandez along with Ozzie made sure you Graduated with a sound sense of skill and officers Safety.

    You just do not have the qualities and skills of people working like this anymore. There are many other things that occurred but this is enough for now.

    2024 may be the answer to your initial question on how can we get things back to a Quasi Normal Department.

    Elect a PRO-POLICE SHERIFF and vote out liberal thinking Commissioners and Mayors. Increase the police budget back to the 250 million that Carlos Gimenez reduced us by with Patterson's help.

    This is a start. To finish it off vote for Donald Trump and Ron De Santis in 2024!

    Major Rifkin was in the scandal with Major Carmen Pertrado and Leonard Burgess not Flint. That was my error so I'll correct the record on my own.

    Also the County needs to get rid of body cameras and dismantle the Civilian Review Panel.

    I would even challenge why does the union allow your Sergeants to wear body cameras. It makes no sense if they are the Supervisors. The PBA should have all body cameras removed off Sergeants who are actually the supervisors who start the initial administrative investigations as well as SRRR use of force reports.

    Also, the Sergeant completes the discipline. Therefore a Sergeant shouldn't have to wear a body camera, but I say get rid of them all.

    Read D’Agastino v. City of Miami, in it, The Florida Supreme Court "quashed" the Miami CIP authority to subpoenaed Miami police officers, as Fla. Stat protects police officers. 112.533(1)(b). In other words, Dade County's civilian investigative panel cannot subpoena Dade County deputy sheriff either.
