Make sure to follow the whole proper procedure. Exhaust all resources internally: Chain of Command, toothless union and document everything dates, times, repetitions, statements, actions, retaliations and names of witnesses. If more than one person comes together, gather names and contact information. Document the willingness to come forward against that guy.
