That shouldn't surprise you... People here get promoted when there are no positions open, when they fail the test, after the list dies, when they are ineligible to take the test and whenever the chief just feels like promoting them for whatever reason.

They both should have studied harder and they would not be in the position they are in begging the chief for a promotion and filing a grievance. However on the other hand if they were on SWAT or on the unions E board they would be a shoe in.

Doesn’t matter what you personally think about them. The rules are the rules. Shame on the Chief for screwing over 2 officers to create more openings for his son.
