    “Operation Summer Heat” the new name chosen by our pencil-necked director, our alcoholic State Attorney and our Black Lives supporting mayor.
    Fancy press conference, filled with the usual threats to criminals, the appearance of several victim families, and a few dignitaries from federal agencies who can only dream about their next assignment in their office of choice and away from our county cesspool.
    And now Freddie is talking tough. Never mind he dares not say the ethnicity of the criminals doing the shooting and the dying.
    We can see clearly through your smoke screen Freddy. You and everyone one of those present at the conference is clueless and you are just trying to save your jobs. You showed us your stripe when you kneeled last summer for BLM. You can’t stop this violence now. You are a deer caught in the headlights Freddy. Retire while you can.

    Lmao! Now they will round up every easily captured idiot in Doral, Kendall, Weschester and the Gables. They will take guns from old ladies and law abiding citizens just to to pad the stats for the future press conference but there will be little impact in Liberty City, Overtown, Opa Locka, Miami Gardens, Gould’s and Florida City where most of the criminals live. They will not go there because they are afraid of blacks. They do not want to rock the boat. Their jobs depend on it. It is all a farce.

    They know they're in deep DOODOO! All the press conferences in the world ain't gonna stop the WAR that is being raged on our streets.

    Look at where some of these shootings are occurring:
    Gun battle at Aventura Mall
    Massacre down the street from country club of Miami
    Mass shooting in the Wynwood Arts district
    Every weekend there are shootings on Miami Beach
    AND, then have the EVERY DAY shootings in the hood!

    Why, Director Ramirez, if "Operation Summer Heat" is to succeed in stopping the violence, identifying the suspects responsible for the previous mass shootings, it must have clearly defined missions for intelligence gathering, patrol functions, investigations, and coordination with the SAO and US Attorney Offices.

    By now, MDPD intelligence detectives and analysts should be combing all sources, open and confidential, for leads as to where these criminals are or, worse, might try to strike next. Facebook and other social media sources must be diligently perused. Street sources may provide clues, that combined with other "dots," could provide connections. Suspects' preferred Radio stations will provide information regarding upcoming events that, most likely than not, will attract one or both warring factions. At prudent distances, investigative personnel should be there to visually recognize likely suspects and convey such information to nearby patrol personnel.

    Patrol's Mission. Guided by actionable intelligence derived from open or covert sources, deploy patrol units; we recommend two officers per vehicle, at least one armed with a Departmentally approved AR 15 platform, if not both officers, to identify events and locations that might attract one or both warring camps; much like identified Hot Spots. When officers observed a vehicle, usually a large, four-door sedan or SUV, similar to the one used at the "El Mula" mass shooting and occupied by four persons, as was the case at the banquet hall, stop them. Use Florida's Traffic Laws as a "foil" to pierce the suspects' Fourth and Fourteenth Amendment Rights. No, such traffic stops are not pretextual, read Whren v US and learn otherwise. But a sound traffic stop to be cited under the corresponding Chapter 316 Sections, for example, Tag Not assigned. Criminals' favorite, as was the case with the stolen SUV used to transport the shooters involved in the "El Mula" crime scene. Make sure Aviation is nearby and ready to launch at a moment's notice, as these suspects will likely flee. Should they, a vehicle pursuit might be appropriate, a Lieutenant or higher must make that call; still, if on, best to allow Aviation to lead. Should the suspects' bailout, participating SRT and K9 components engage while patrol personnel assures a tight perimeter.

    Once the suspected vehicle is stopped, notified the investigative component, whose detectives should descend on the suspected vehicle and subjects en mass, each with a clearly defined objective. That is interviewing suspects after they have signed Miranda warning forms. Careful here, as suspects, might later claim they were in a "Police Dominated Atmosphere" and compelled to incriminate themselves. These guys are street-savvy and know the ropes. Others must assess the vehicle for CSI processing for transferred evidence; others coordinate with the SAO or USAO to procure search warrants and arrest warrants.

    Most major cases are often solved by the astute intervention of patrol officers or detectives doing his or her due diligence. Here are a few salient examples: New York’s “Son of Sam” a parking ticket. April 19, 1995, Alfred P. Murrah Federal Building in Oklahoma City, Bombing, Timothy McVeigh's vehicle was missing a registration tag. Ted Bundy driving down a street in his Volkswagen Beetle with his lights off when a patrol officer in the area happened to notice him. City of Miami “Shenandoah Rapist,” Sgt. Will Golding, part of a team doing surveillance in the area, locked eyes with the driver about 6:10 p.m., and the man quickly looked away; that was it. Golding made a U-turn in his unmarked car and started following him. "One cop can have an incredible impact with a single traffic stop!" We pray that one of you does!

    Bring Back TNT and other Proactive Units

    If we were really serious about taking back our streets the Director would reinstitute the Tactical Narcotics Team (TNT) and other specialized, proactive units. TNT not only confiscated narcotics, but also seized firearms, arrested subjects with outstanding units, and on occasion seized vehicles. The thugs never knew where the operation would be and it kept them off guard and made our streets safer. It was obvious that this unit was disbanded since there was a perception that it only targeted certain neighborhoods and had an adverse impact on curtailing the sale of drugs which is the fuel that fans the criminal enterprise in our county and elsewhere. Did anyone ever think why we didn't have this out of control carnage in the 80's and 90's when we could do jump outs, road blocks, reverse stings, prostitution details, etc. I can tell you that our officers felt and were a hell of a lot safer when there was real enforcement being done.

    With the right leadership and supervision, being proactive does not mean being abusive! It just makes sense.

    Why not give the money to the social workers and public defenders. Maybe they can stop the violence.
