Dear Chief Acevedo,

It has been 42 days since I first reported the coverup involving a Deputy Chief of Police, a Police Major and Police Commander.

There payroll annually is:

Deputy Chief Ronald Papier- $207,965
Commander Nerly Papier - $164,924

That’s $1,022 per day to be on vacation. As of today, this has costed taxpayers $42,907 in just payroll.

Imagine using that wasted money to increase police manpower in areas getting hit with shootings and violent crime. The average police officer in patrol would make about $45 an hour at their overtime rate. That’s 953 hours of overtime available if you weren’t afraid of making a decision.

The reason I say afraid is because there is no way this case has not been concluded for weeks. The facts and evidence are very black and white.

Commander Papier-

- She crashed, she called her husband to cover it up and he told her to come to the station.

- The crash and proving she knew she was involved in an incident are all on video.

- She used her academy mate, Major Keandra Simmons to have the vehicle repaired without having a vehicle crash report done.


Major Simmons-

-She covered the entire thing up to show loyalty to the Papiers.

-She fabricated the events and attempted to use her authority to intimidate us because she thinks she is better than civilian employees.

-When she ordered Captain Ortiz to coverup the crash and he refused, Major Simmons showed Chief Papier her text messages between them (Ortiz & Simmons) that stated the vehicle would not be repaired and the Florida Crash Report and MPD paperwork must be completed.

Deputy Chief Papier-

- Received a phone call from his wife (check his phone records, the city pays for his phone and the wife’s phone) when she crashed and advised her to drive to the station.

- Papier called Simmons to cover it up.

But, the main reason Deputy Chief Papier must be terminated is because:

- As acting Chief of Police for the Miami Police Department, Ronald Papier ordered for the investigation of his wife’s crash coverup to cease by advising Major Jose Fernandez to advise government officials that they would not go criminal on this case. Check with FDLE and the State Attorney’s Office.

I don’t know what that’s called in Texas, but in Florida it’s called Official Misconduct. That’s an offense for termination.

Once the investigation is concluded, I will be requesting via public records all emails between FDLE, the State Attorney’s Office, Internal Affairs and Deputy Chief Papier.

Chief Acevedo, you like to say “you lie, you die”.

So far all we see is a lot of misspending of taxpayer’s money and free vacations for staff members that lie.

On April 2, 2021, Miami Police Cmdr. Nerly Papier Was involved in a police vehicle crash. Cmdr. Papier crashed her police vehicle into a curb at approximately 40 miles an hour, causing for two passenger rims to crack and both tires blown. The commander drove the vehicle on its rims all the way into the police headquarters parking lot. There will be video taken from surveillance cameras that are fixed on NW. 3rd Ave. by the police guard gate as well as within the police compound. The commander was in for police uniform and was under the influence of control substances.

Upon her abandoning the vehicle at the station, she contacted her husband who is the deputy chief of police. He immediately contacted his good friend Captain Ortiz who had the vehicle towed under the false report of it being vandalized. The vehicle was towed to 1390 NW. 20th St. which is the city mechanics yard. Capt. Ortiz attempted under the false pretense of the vehicle being involved in a vandalism to have the GSA manager order new rims, new tires as well as fix a scratch on the rear passenger door. The estimated damage is $1,000. The GSA manager demanded a police crash report for what was obvious as well as an accident review board report, and damage report.

Seeing that Ortiz could not cover up the crash of his good friend, he contacted via cell phone Sergeant Darren Brown to complete a crash report as well as an accident review package. Brown never responded to inspect the vehicle nor was crime scene sent to process and photograph the vehicle. Since the commander was under the influence, her husband had a police officer pick up her loaner vehicle. The loaner vehicle paperwork will show that it was never checked out by the commander. Major Simmons approved the reports and told Chief Cherise Gause that she would handle the incident.

Any reasonable person would have knowledge that after striking a curb at a high speed, with two blown tires and cracked rims, the vehicle would be unsafe to drive. You would definitely feel the instability in the steering wheel as well as loud sounds coming from the rims grinding against the public road as well as loud sound and vibrations from the blown out tires.

The actions of the deputy chief, police commander, police captain and police major constitute criminal official misconduct as well as untruthfulness, completely tarnishing the image of the Miami Police Department.

Chief Acevedo said at Friday’s staff meeting-

“You lie, you die.”

If he is a true leader and man of his many words, he would immediately suspend everyone (from the Deputy Chief down) and have a full investigation done. The vehicle is still parked at the city’s mechanic’s yard with the cracked rims and blown tires, as well as the scratch on the rear passenger door. This should be treated as a complaint to be handled by the state attorneys office, Internal affairs, and a civilian investigative panel. Deputy Chief Papier is extremely close and micromanages the Internal Affairs Division. He must be removed immediately from having any access or responsibility over IAD and the Miami Police Department.
