    I’m requesting a full investigation into Deputy Chief Ronald L. Papier stolen property reimbursement claim in the amount of $6,825.00 for city equipment that he carelessly left unattended overnight and inside his city rental vehicle while he was off duty during the weekend. I believe that he abused his powers to avoid being found negligent and responsible to pay back the $6,825.00 for city equipment that was stolen.

    On August 31,2015, Deputy Chief Papier, a Major of Police at the time was assigned to administration. At approximately 3:26am, (Monday morning) he received a phone call from the City of Miami Communication unit. They advised that the emergency button was activated from his handheld Motorola police radio which he had stored inside his city issued take home rental. After receiving the phone call, he exited his residence and found that an unknown subject entered his vehicle removed and stole several police equipment, including a taser and two high-power weapons. There were no signs of smash windows or broken door locks.

    At which time, Major Papier called Miami-Dade Police department and generated a Burglary report case #PD150831-325141 (See Attached report). Patrol Units responded to investigate and write an incident report. During the course of the preliminary investigation Major Papier could not supply any serial numbers to the property that was taken, especially the AR-15 high power rifle or the 12-gauge shotgun. Detective R. Suarez #7996 later responded to the scene and took over the investigation. Det. Suarez processed the vehicle for latent fingerprints, took photos and retrieved surveillance footage from a neighbor’s house.

    Major Papier reported the following City of Miami equipment stolen from the vehicle. The total Value of Property taken was approximately $6,825.00.

    • Thigh Holster
    • Jumper Cables, Crowbar and Bolt Cutters

    On September 7, 2015 Detective Llaneras contacted Major Papier in an attempt to locate the serial number information for a shotgun that was stolen from the incident. Major Papier advised him that he would contact him when he located the serial number.

    On September 14, 2015 at approximately 1941hrs Major Papier sent Detective LLaneras an email with the stolen Remington 12 gage shotgun serial numbers. After two weeks from the theft the stolen shotgun was finally entered into the FCIC/NCIC Police system.

    Major Papier worked scheduled at the time was Monday – Friday from 0800-1600hrs. He was officially off Saturday and Sunday’s. This incident occurred Monday morning at 0326hrs. Major Papier was off Duty and not acting on any official city capacity. He left his city equipment unattended and unsecured inside a 2015 Chevy Tahoe SUV during the weekend. The SUV Tahoe did not have a trunk but a cargo area behind the third seat. The vehicle was surrounded by windows and you can clearly see any items that were left inside from the outside of the vehicle.

    Major Papier should had been found negligent for not following departmental rules. He did not remove the weapons from his vehicle, nor did he take responsibility for his carelessness and negligence with city equipment. Instead of him taking responsibility, being issued discipline, and reimbursing the city for the loss he did the opposite.

    I believe that Major Papier violated the following Departmental Orders and should reimburse the city for the $6,825.00 in stolen items and be reprimanded like any other employee who had committed the same act.

    Please investigate by requesting a copy of the lost and damage report that Major Papier prepared. Also, obtain a copy of any IA investigation, reprimand, and/or a reimbursement check he might had of written in order to reimburse the city.

    Are you saying that deputy chief Papier didn’t complete his annual CELEA FORM as required.
