My point is that 316.075 provides the authority for a motorist to go straight, turn right or left at an intersection. It also says that a motorist can turn right on red after yielding to all traffic proceeding as directed by the signal. (316.075 does not direct the motorist to make a u turn, only go straight, turn right or left.) Which makes the right turn on red vehicle “other traffic”. 316.1515 prohibits making a u turn if it interferes with other traffic. Further, the traffic with the green light is required to yield to other vehicles lawfully in the intersection.

Agreed. However, different judges might rule differently, if it's taken to court.

• If a vehicle has a green light [arrow] to enter the intersection, then they have the right-of-way.
• If a vehicle has a red light, then they do not have the right-of-way to enter the intersection.
