Why doesn't the Sheriff, look to other counties jail system and see what they are doing right and were not. It's not rocket science. Bring in a person, that has correction experience from another department. Give them the tools needed to correct this place. Question, is correction going to get body cam's too?

Every area of the jail is under recorded camera surveillance except the restrooms.
It's time for the jail brass to earn their fat paychecks by coming clean to Car1 with the problem they created and offered solutions. That is if they even informed Car1 because they tend to lie in order to hide their own incompetence.

At this point the only way to start fixing the jail is to have a purge of the top brass like they did when they got rid of Slaughter and his associates. In all fairness to him the jail started going downhill big time after he left. Everyone from captain on up has to go, replaced by people who can take actions to stop the increasing turnover.
As for hiring new people, it's time to think about throwing them a bone and a pretty big one, a substantial hiring bonus, around $5k.

How much money have those idiotic 12 hour shifts saved compared to the higher turnover cost, lower retention, and inability to recruit new bodies? As well as the higher stress and lower staff morale.
