Hialeah fake tickets
I can’t figure out why the two Hialeah motormen would fake the tickets. Especially 18 to the same guy, wtf?

What can you expect? They have 5 years experience between the two of them combined. They're two POS who wanted to scam their way up.

The consequences of supervisors demanding "productivity?" We hope not! More like the ticket recipients did not make their weekly protection political contribution. We hope the SAO properly vetted the alleged victims, there must be a connection. In Hialeah, nothing happens in a vacuum. Meaning, there are reasons that things happen, even if those reasons are not obvious. So, the implication is that when things appear as if they happen spontaneously for no reason, look more closely.

Just a case of the blind leading the blind. But it is the dark underbelly of pressing officers for “production”, especially in specialized units, where they work together and collaborate and scheme to keep their sweet spots on the unit. Whichever unit.
There are perks, after all - like weekends off, time off without leave, overtime, comp, and sometimes they get more caught up in hanging out and 33ing than getting work done. Thus, some start to cut corners. In this case, they got desperate and gave one guy tons of tickets. Crazy. But similar shit goes on.
All the time. And the shit goes down, no one will “have your back.” You’re screwed.
