Do not blame the Motor Officers, do the Districts' management team who have failed to identify the Hot Spot intersections and roadways where crashes and Hazardous Moving traffic infractions are most prevalent and provide proper managerial direction to Motor Officers. There is a reason why Districts have Crime Analysis Units, such are responsible for not only crime patterns and trends, but traffic concerns as well. The effectiveness metric must be the reduction of crashes and crash-causing infractions; not the number of citations written. Hazardous Moving traffic infractions include, but are not limited to, the below cited:

Changing lanes unlawfully and improper passing.
Disregarding stop signs or traffic signals.
Making a right on red where prohibited.
Driving under the influence.
Failure to yield right of way, i.e. when turning left, from a stop sign, yield sign, when turning right at a red light.
Reckless driving.
Driving too fast for conditions.
Speeding.
