Now we know why staff wanted to pass it as well.
A second chance if they failed a test for drugs such as cocaine, Ecstasy, and opioids.

Colina agreed and supported giving cops addicted to opioids the option to enter treatment. Purchase and Possession of opioids is a crime jorge. I’m sure 🥑 knows that. Drug test the Papier’s

Sailor, how about entering a facility to help yourself first rather than using a trump card to get a second chance in the event you got caught.
If you willfully look to get help FIRST then everyone should applaud these efforts.
We should be held to a higher standard.

How many cops are on drugs, illegal or prescription? Let's start there and then we count backwards to better assess the next question.
Impairments can be used against you, can't have citizens on the junk if the cops are doing the same. That's like throwing gasoline on an already tense situation.
Clean it up or retire your post. Quite Simple.

The department will crack down on drug use, again. If your using a pain medication, you'll be moved off the street till your off. (If given by a doctor, for a real medical reason) pain meds effect your judgement, so your a liability and will be moved till, cleared by the doc. All other drugs, will get you fired! They can't come back and allow use, cause of all they fired in the pass, even when mistakes were made, in testing and (I.S. & I.A. knowing and not doing the right thing) Testing for drugs, is the easiest way to get rid of people and leaving them with no recourse or getting treatment. The whole department turns against you and ones you thought were friends will run, from you as so not get get mixed up in it. People in all walks of life make errors, doesn't matter what your career is, except if your a cop. Plus, depending upon you connection within the city & department, you might get a program, if your not connected or not of the correct race, you got nothing coming. Look back to the late 80's when all this started. How many were lost in the first couple of years of the testing. You also need to look to those that failed and were given a second chance, after the testing. All were connected somehow to a staff member, in some sexual way. Lt. Johnson and chief Anderson are a prime example.

That’s why Commander Papier was not tested even after the majority of the staff knows what’s going on. No one is going to rat on the deputy chief wife.
