Are lawnmowers motor vehicles and can you take someone to jail for HTO for crossing from one side of the road to another?

Depends on your attitude. If you are mowing and need to cross the road, you are good. If you are using a mower for transportation because you don't have a DL, I say you now have a new problem.

Florida is a DL state for almost everything. Only exceptions are illegals, as long as you are illegal, you dont need a DL. You are protected under Federal Biden's law.

What's the bigger picture? Not just "they crossed a road". But why are you asking? What kind of encounter was this? It could have been anything since you give so little information. Were they driving home from the bar half a mile, or were they 100 feet from their house?

Just FYI. if you write them, it will get thrown out, but I have seen some ridiculous uses of ride on mowers, golf carts etc. They do not have brake lights turn signals, wipers etc but a judge will be PI55ED
