Once all the evidence is gathered, Hubert and AC Aguilar must respond to the SAO for a prosecutorial review and recommendation by that Office. Should the SAO decline prosecution, Hubert must consult with the City Attorney and City Manager for their approval, before proceeding to apply the appropriate discipline to all involved.

    That's how a decisive police chief grabs the proverbial bull by the horns. Instead, Hubert launches an internal absurd survey and leaves town today, returning when?

    Francis, hiring Hubert and for such a price, as Miami taxpayers are paying for Hubert's "services," is a worse error than your father's 1997, late-night visit to Little Havana's 68-year-old Edna Benson. At least that faux pas didn't cost Miami taxpayers a red cent.

    From reading American History, Literature. This idiom is American English. If something is not worth a red cent, it has no value.
