He cites county Ordinance 33 20 when in fact its 20 20. I can see they do their due diligence at head quarters.

Horgy is the least of our problems on the command staff. At least he’s trying to do something. Ask Horgy about some of his majors and he’ll tell ya they suck! One is an angry, malcontent, incompetent, lazy, lying, useless waste of money, who is late to meetings and habitual complainer who should have never made it past sgt.
Another is sleepy, smiling, idiot, who has a cushy job that a civilian can, and should, be doing.
Then we have one who specializes in eating tons of food and who just wants to be friendly with everyone, while making the cmdr do all the work.
Leave Horgy alone...he’s just trying to work with these fools.

If Horgy says his subordinates suck as you put it, then that reflects on his management abilities. If he is enabling the suckereds and not demanding high standards, what does that say about him. Low standards and no accountability from the top while expecting high standards from rank and file members is one of the oldest errors every puppet makes . Mostly because he is not in charge, but in fact he too is just a figure head and told to shut up while the string masters promote incompetent members simply because they are in the "club" wink wink, handshake, you know which one. So in the end, they all pat each other on the back for jobs not well done while the keen observer marvels at their stupidity. You know even Edison the great fraud hired super smart ignorant inventors and he would steal their ideas and take credit for others genius. That is how they all operate. Get promoted, then find the intellectual, steal his or her ideas and pass them as your own. Horgy sucks too but he’s the least of the problems. Look at almost all of the command staff. They’ve all been nothing but useless here their entire careers. I mean, Lopez should just can all of them, with just a few exceptions.
Horgy is part of the problem too but at least he’s trying. The garbage command staff is a whole different problem.

Hardest Working - Dumas. Constantly out and seeing what his units are doing and not afraid to do work himself.
Smartest - Horgan. I'm not gonna get much support on this one, but years and time have made him a smart cookie and always wanting to use resources to make things better.
Best Leader - Bev. Cares about his troops and pushes for change to help the cause.
Most Articulate - Lopez/Dumas/Bev. They all speak well and can impress in conversation or interviews.

Laziest - Fernandez. He doesn't do jack except go to lunch and sit around and let his cmdr handle everything (and she just lets her sgts handle it all)
Most Incompetent - Silva. Can't make any decisions without running like a puppy back to his buddy
Worst Leader - Peraza. By far. Morale is all time low around there and will write you up for taking a deuce at the wrong time.
Useless - Silva/Fox. Silva for all the reasons mentioned above. Fox just because.

I always thought Fernandez was intelligent, but the observation is spot on about Silva and Dumas.

Fact is NO command staff is ever good enough. They’ve been talked about and criticized throughout the history of this department. And when these are gone in a few years there will be new ones to talk about and criticize.

News flash! They hate him even more! A couple of them smile in his face and hang out with him but secretly berate him behind his back. The commanders think he’s an idiot, even his family can’t stand him. Lopez tolerates him but probably wishes he could hide him away like muppet did.
