G) After being forced to resign from CSPD he started hanging around with swingers and affluent people from Parkland.

H) Coned his way into getting the Sheriffs job by fooling a few grief stricken Parkland parents and a dummy of a Governor who failed to properly vet Tony.

The training center-garage was Col Harrington and Major Appel's idea. Maybe if Tony hadn't fired them it would be on schedule and opening up within a year.

Maybe because on site work was necessary, permitted, and completed before the contractor can take charge of the work site. There has been work performed on site since the groundbreaking...

And permits don’t get issued overnight either. Plus the building has to be re designed with the range on the bottom floor now

Who would sign a contract if there's a re-design going on. A re-design moving the range to the ground floor can change everything because that pushes the garage higher, especially structurally and mechanically. That could be a huge cost differential, change orders are not cheap once a contract is signed and construction starts.plus it's hard to start if you don't know what your structural skeleton is, just saying.
