Tony went to JB/IUPA very early and asked for a carveout for Benny in the SGTs contract so he could give him some kind of executive SGT/XO SGT salary bump but JN told Tony to take a hike so Tony got pissed off and promoted Benny to MAJ as a F.U. to Jeff. That's the entire story.
