If true, this is so wrong and counter to effective policing, that it offends any commanding officer who has ever led a police force or large division thereof. For the umpteenth time, Arrests and Citations are tools of the policing vocation, not metrics for evaluating officers' effectiveness. Such aggressive Arrests and Citations demand place, police officers, in confrontational situations, and for what? We hope is not him who is appointed Miami's police chief, but whoever it is, that person should return this morbidly obese person to this last civil service rank. Clearly, he has not the mental acumen to lead and manage the Miami police department.
