    With a LEO average of a 20% hit percentage only 1 out of 5 rounds will hit the target. And it might not be in a vital area to stop the threat so more rounds are needed. If 15 rounds are fired then 3 will hit according to the stats. Anyone with common sense will prefer those odds over having just 5-6 rounds available and relying on 1 hit.
