Chapter 10 illegal search and seizure. Chapters 1 thru 9 ill gotten gains thru "extra skipped merit raise " increases that no one before or since has ever gotten. Not illegal but unethical, maybe, questionable definitely, terminable offense, probably, read the whole book, not just the last chapter.
