Stop hating, Fender has more experience as a cop than your admin put together. He worked for TPD and PCPD. He is what you need guiding all the rookies on the right way to do the job. Experience and knowledge plays a big part of agencies keeping in check. Just because someone is popular in their own mind will not qualify you as a supervisor especially when you can't pass a test designed to weed out unqualified applicants.
