We aren’t going to go back to making arrest anytime soon. That’s why this new “patrol training” is now a thing. Or should we say “hearts and minds training”. How do you take it serious or learn when you are going against a role player you know. Every deputy is different in thinking and the laws understand that, that’s why laws are written the way they are. Yes the way of policing is changing again, but if your people are following policy and not breaking the law you have to let them work. Sort of like by word of mouth spreading not to arrest/look for warrants. You can not tell law enforcement officers to not do a duty of their job...

The jail at any level if they are not LE certified should not have any say in who goes to jail/can be arrested. The decision on taking someone to jail should come from the sgt of the shift and/or the WC since they are being treated/acting basically as a county wide sgt now. Any felony should go to jail, i understand most misdemeanors being an nta.
