The best course in dealing with a rampaging river is to allow its raging waters to follow its course until it loses its force. Moral? Do nothing! Do not cite, tow, and less arrest. Unless necessary, meaning as a result of a traffic crash.
Then, if the culpable rider is on the scene, take the appropriate traffic crash investigative action. When citing and or arrest is applicable, do so. As well as towing the crashed cycle for evidentiary purposes. Otherwise, do not!
Other than the aforementioned, do nothing. History is always a profound teacher. Nonother than Napolean once said to his general staff: “. . . , gentlemen,” . . . “let us wait a little; when your enemy is executing a false movement, never interrupt him.” In your case, officers, when urban antagonists engage in death-defying motorcycle maneuvers, do not interfere with their appointments with the Hospital's E.R. or Medical Examiner's table.

These officers in their police cars need to stop trying stop bicycles. You guys are gonna get burned when something happens. Be smart, it’s not that serious to lose your jobs or have to go through the mess.
