    We need more food donated so we can do the Churches job and feed everyone. Also, we need me YOU kids so we can put 20 more cops in NRU. FOH this isn’t rocket science.

    Remove all incompetent command staff and first line supervisors who simply can't cut doing what is necessary.

    You must cut out and burn out all of the Cancer in order for the body to heal!!!!

    Why would I waste a good fart in that segment of society. They live off tax dollars and don't contribute to the greater good.

    It has been a joke since police agencies abandoned their duty on the mean urban streets. Characters like J. D. Patterson and his like-minded soft on crime disciples have taken their own communities into the abyss of persistent violent crimes. “Hosting events throughout the year like neighborhood barbeques, National Night Out, and Coffee with a Cop” are jokes. While police officers are engaged in these namby-pamby strategies, urban malefactors are engaged in acts of violence, terrorizing their own communities.

    When policing is stripped of all the hobbles politicos, appointed bureaucrats, and community grand poohbahs have imposed upon police officers; the task is easy. Easier when police agencies abandon all the fluff jobs and programs created over decades of failed soft on crime strategies. In MDPD’s case, a district should be a lean crime deterring machine comprised of patrol engaging in effective preliminary, calls for service preliminary investigations, wise application of FSS 901.151, and General Investigation Units devoted to closing cases by arrests. This is called the generalist’s approach, as opposed to the alphabet, meaning whenever a crisis occurs, a new “specialized” unit is created; PRT is a prime example. The generalist’s model demands job knowledge, leadership, and vision from command officers, which seems to be lacking in today’s district majors.

    New York City Police Commissioner William Bratton’s success in deterring and reducing crime, violent ones, in particular, can be attributed to one tool beyond Comp Stat; that is Stop and Frisk, and most significantly Mayor Rudy Giuliani’s political support. The same occurred in Miami Dade when just elected Mayor Alex Penelas gave Director Fred Taylor the political green light to go after the worst-of-the-worst. Stop and Frisk is not illegal; on the contrary. It has been an invaluable policing tool since the 1968 Supreme Court decision Terry v Ohio. In Florida, we are fortunate to have FSS 901.151, The Florida Stop and Frisk Law, derived therefrom. As the phrase intimates, it is a two-part process; when an officer observes behavior, that based on his or her experience and training, such behavior raises an alarm that a crime has, is being or was just committed, the officer has a duty to STOP, advise Miranda and investigate the furtive person. When upon closer visual observation, the officer observes a protrusion out of the suspect’s clothing, the investigating officer, for his or her personal safety, is authorized to pat the suspect’s outer garments – not search. When the officer’s tactile patting detects an object that, again, based on the officer’s experience and training, might reasonably be a weapon or illicit contraband, the officer has the legal authority to retrieve such object to confirm whether it is a violation of the law. When it is, the officer can then arrest and conduct a full search incidental to arrest. All of this must be clearly articulated in your Arrest Form, OI report; otherwise, it will all be an exercise in futility, when the SAO No-Action your case.

    Long ago, in a policing era far away, during the Academy’s Constitutional block, MDPD Legal Advisers taught recruits the “art” of effectively applying Stop and Frisk, with Training Officers reinforcing it through daily training. By the time most newly graduated PPOs arrived at the districts, they instinctively knew how to visually detect furtive behavior and apply Stop and Frisk consistent with the intent, letter, and spirit of the law.

    The fact crime, and violent crime, in particular, are up is indicative that first, officers are afraid to engage, and in a way, we don’t blame them. Second, the Police Academy is failing to train trainees in the art of Stop and Frisk; worse, the political climate, aided by body cameras on police officers, civilian review boards, has served to neuter policing. The only winners in this equation are the criminals. They know their operational parameters have been widened, and they can victimize their fellow urban citizens with near impunity.

    With soft on crime mayor Cava at Miami Dade’s helm, Side of Beef Patterson as her public safety co-pilot, and communities that believe in “snitches get stitches,” it will take a miracle to reverse the current crime trend; in fact, expect is to increase. Sadly, for us, God is all fresh out of miracles. We are on our own.
