You are correct. There will be no new majors. The new captain has occupied the upgraded LT position formerly held by his predecessor.

I think that will depend on the pending budget reductions. For example if West Palm district gets merged with Margate, you would only need one captain. Orlando could take Ft Pierce and poof! Never say never.
