How can a police officer in full uniform promote a candidate (Julie Jenkins)? Is this not against the Hillsborough County Sheriff Office policy or general orders?

The alleged gay retired HCSO deputy wears his Hillsborough County Sheriffs Office uniform promoting political candidate Julie Jenkins! Totally inappropriate! Any police agency general orders would prohibit this conduct! Liberal democrats will do anything to get elected! Pray socialism does not take over our country!

It sounds as though he has retired and was wearing plain clothes. It sounds as though he was holding a sign with a photo of him in uniform with his retired rank. Is that accurate? If so, no violation. Freedom of speech. If retired, he is not bound by agency guidelines. Get my point?
