The NFL does not pay it. The City and County reimburse the sports authority for all off duty each year. 1/3 City- 2/3 county. The Bucs signed their lease a long time ago. They are not paying anything more..

You are clueless. The NFL pays the City. The City takes an "admin fee" off the top, I think it is $7/hour) and the rest goes to the officer.

T40 Rate (Who gives a crap)

If you are worryingly about a small increase being delayed you must be living beyond your means. I have been at TPD for 11 years and have never worked an extra duty job. Spend yours days with your family and friends and enjoy your life. Don’t be dependent on the T40 dollar.
