Aside from Rice who was destroyed by TBT to get Bob elected, he faced no opposition aside from JM who is a joke. Bob's career was a set of appointments by manipulation and marketing. The disgusting part is that Coats passed over far more qualified people for the Chief Deputy job for a guy who was an inexperienced lawyer, and who's highest ever attained rank was corporal in a grand total of 10 years with the agency, 1 of which he spent as a jailer.

Many were laptop computer sergeants. Back then they were allowed to use their own laptop computers to do a word search in the GO's to obtain the answers to the test questions. This explains how they got perfect scores on the tests - the process was rigged in their favor. Those who used notes scored lower and were passed over. Some did not take the tests at all but were promoted anyway. It was a disgusting display of politics and nepotism.
