Bob and his predecessors keep the blacks at the jail and promote them over there to better control the black inmates which comprise more than half of the jail inmates. Rice promoted Cal Denny to Captain after an article in TBT illustrating the lack of diversity among the higher ranks but that was about it. Coats promoted Maj. Davis but Bob gave her the boot not long after that. Promoting blacks at the jail also keeps the feds off Bob's back. How many blacks in patrol and administration ranks? If there are morons with MBAs then there are morons with law degrees. The MBA requires a lot more intelligence to complete. The law degree is mostly memorization and ability to lie convincingly.

I wouldn’t say lie maybe slight embellishment. Especially about crime stats. When you eliminate units or curtail enforcement and let’s not forget COVID 19. You don't know his financial situation and reasons for being what it is. People encounter all sorts of unexpected financial hardships and declare bankruptcy, especially since he did not return to double-dip likes some of Bob's pets did. The MBA is legit and easy to check out because it is from an accredited college. Your wonderful Bob has so many skeletons he needs multiple closets. Too many to mention. Plus he has been caught lying several times to the troops. So much for transparency and integrity which he always bragged about.

The community policing which Curtsinger initiated at SPPD worked. Santana supports it. Curtsinger was fired for it. It is intriguing however.
