If Bob was smart he would have hired Santana as a cultural diversity adviser as soon as he got wind that Santana might run against him. That would have eliminated his only potential rival and Bob would run unopposed. Pay Santana $100k a year for a made up post and get him out of the way, and silence the critics who complain about the lack of minorities in the command staff. What's one more double-dipper anyway?

Nice guy does not get you anywhere nowadays. You have to be ruthless, selfish, cruel, self-centered, and most of all willing to sc*ew anyone over to get ahead but at the same time be a top notch butt kisser to those above you. The end justifies the means. Bob is the by far the most talented in the entire agency at using these behavioral traits effectively.
