This is a true statement and the main cause of the morale issue at BSO. The resting procedure is flawed and should not be handled in house. They promote their friends. That’s what they do and they give them the answers to the tests. We know this has been going on for years here. Every now and then someone who studied hard actually gets in but it’s because they should have been first on the test instead of somewhere in the top 20 or so. Until this is fixed the morale will continue to suffer because the best people are not always getting promoted, not even close, and there is no credibility to the process. Use an outside civil service testing agency or continue to suffer.
