Has anyone thought a very easy way to level the playing fields for breweries that are generally close up by 9pm anyway is to go back to allowing everyone to be open but change and enforce hours for sale and consumption to restrict it from 10pm to 8am; that would deter the nightclubs and crowds very easily and make it very easy to enforce, as the parking lots would tell the story. Multiple states are doing this and it seems to be working well

How about the counties do that and they enforce it. All this is unconstitutional anyway.
