We have been voluntarily ceding our authority now for many years. We don't chase cars, might hurt somebody. This is true, but it also emboldens people to run if they know you wont. If you picked up a brick on a call and was attempting to throw it at a officer, this would be a justifiable use of deadly force. Yet, during these unruly demonstrations it happens all the time without consequences. Looting is just a property crime, technically true, but if it is occurring by a angry mob in response to a civil disturbance or riot, why is it any different than shooting somebody breaking into your house? If a business owner can't use deadly force and tries to protect his business he is going to be hurt or killed. In the 60's and in the LA Riots, the only thing that stopped the looting was business owners and the police started shooting looters. Without the legal possibility of getting shot, there frankly is no way to stop looting by crowds that greatly outnumber the police, who may be in the area but don't take action for fear of deadly confrontations. If your blocking roadways as a mob, we have seen many instances where motorists have been drug out of their cars and beaten or their cars extensively damaged. Honk a couple of times, proceed slowly, if the mob fails to yield or starts banging on your car, you should be able to get out of the area by what ever means necessary to avoid injury or possible death. These are not unreasonable laws to restore order. We have sat back and allowed this to happen so often now, that it truly will take extreme measures potentially to gain control.
