Velasquez did it because he had no choice but to cover it up. Menocal Sr. would blow the whistle on Velasquez's dirt. I wouldn't be surprised that the SAO was involved in that. It took a federal civil rights lawsuit for the FBI to come in and turn it into a criminal matter.

I would hope that the FBI also interviews all parties involved in that case from Internal Affairs detectives past and current, Command Staff, The Mayor and his associates that new. All Assistant State Attorneys that handled or took part in the case. I am sure they can come up with a few Conspiracy charges on a few people in this case.
