He wants to make the victim look like the bad guy. Just like all the cops he’s victimized here. But there’s something more to this. I’m guessing he participated in some of those murders so he’s putting it all on his boy Chino. Chino can’t dispute it because he’s dead now. But if Tony was there and didn’t go to the police then this calls for further inquiry. It sounds like he was involved or an accomplice to other homicides at a minimum. Pure phuckin evil. Our command should be ashamed. Disgusting.
