Carlos Hernandez is the ONLY person who can hire and fire anyone in Hialeah. The city council has no power over that no matter what the “new” council members want. It is a Strong Mayor Form of Government. He is not only the mayor but also acts as the city manager as well. Please get that through your thick skulls.
