I don't know, how about the guy that called 911 to report being assaulted by a bailiff so you guys sent 8 deputies to arrest him for abuse of 911. On the 911 call, the first thing the guy says to the 911 operator is "I'm not sure if this is the right number to call, but it is the only number i know, I want to report being assaulted". The operator tells him that's fine. I guess that's one way to prevent an investigation into an unnecessary force complaint.
