After all these years, she has never felt 100% percent comfortable with citizens.
She still gets flustered easily when a citizen become aggravated and, though she has figured out how to respond well to these situations, she refuses to answers calls except for her personal calls coming from “mi cielito”which are received on the admin lines.
She rather gets involved in other activities not related to her job while an abundant 911 calls are flooding the center.
In general she seems to lack enthusiasm for answering calls each day than she absolutely has to, she seems to go through the motions.

YES! She is always on a secret video chat with "Mi cielito" during work hours. He can see her or us any time we are around, and he has his camera covered so we won’t see him. Her phone is always propped up and he can hear us and all of the confidential information we work with. It makes me uncomfortable and it makes me feel unsafe.
Supervisors have seen her cellphone out on her desk, but she is very vigilant when they are around and she closes the app.
We do have surveillance cameras, which we are all aware of, and there are notices posted everywhere for them. I do not know why supervisors are so oblivious to the negative environment she is creating for everyone.
Chief Velasquez please help.
