    FACTS OF INVESTIGATION

    1)On January 11, 2019, Florida Governor Ron DeSantis appointed Gregory Tony to be Sheriff of Broward County, Florida. Tony is a former Coral Springs Police Officer and was President of Blue Spear Solutions, a security company in Florida. Tony accepted the appointment as Sheriff and his wife, Holly Tony, also a registered nurse at Broward Health, assumed the role of heading Blue Spear Solutions, a Florida corporation.

    2)On June 2, 2019, vendor bid submissions were requested by BSO for emergency medical “Bleeding Control Kits” posted beginning June 3, 2019 ending June 20, 2019. The request for proposal stated a two-year contract for 654 kits with a final delivery date by July 31, 2019:

    3)On August 6, 2019, an email was sent at 8:59 AM from Garnett Coke, Broward Health, entitled “Security Vulnerability Assessment” following an earlier Request for Proposal. In the email, Coke stated that Broward Health would “engage Blue Spears Solution to provide… a security vulnerability assessment” for the major Broward Health facilities.
    Broward Health is a safety net hospital operating under the legal title, North Broward Hospital District, which receives federal and state funding. Broward Health maintains multiple contracts with BSO jails and emergency services as well as employs Holly Tony as a registered nurse at Broward Health North, who is also Vice President at Blue Spear Solutions, the wife of Broward Sheriff Gregory Tony.

    4)On August 12, 2019, Broward First, a registered Political Action Committee (PAC) located in Broward County, Florida, with an address at 10850 Wiles Road, Coral Springs, Florida 33076, reported to the Broward Supervisor of Elections that it received a check contribution of $5,000 on July 29, 2019, from Bob Castalini, PO Box 27329, Greenville, SC 29616. Castalini’s reported occupation was CEO.

    5)Again on August 12, 2019, Broward First filed an amended campaign treasurer’s report with the Broward Supervisor of Elections. In the amended filing, the $5,000 contribution from Castalini was subtracted and an additional $5,000 contribution was listed for July 29, 2019, by Circle Creek Holdings, located at the same address supplied for Castalini, PO Box 27329, Greenville, SC 29616.

    6)Publicly listed information and LinkedIn profile revealed that Robert Castillani is the founder and Chief Executive Officer of North American Rescue, LLC, (NAR) a medical device supply company located at 35 Tedwall Court, Greer, South Carolina, a suburb of Greenville, South Carolina.

    7)On August 6, 2019, the Broward Sheriff’s Office (BSO) made a public announcement regarding the purchase of 12,000 “Stop the Bleed Kits” which would be disseminated to all 256 Broward County Schools. In the press release and the BSO social media posting, BSO said “it purchased the kits a few weeks ago and they are ready to be used by schools.” A photograph of the referenced kits displayed the Broward Sheriff’s logo and the words “Sheriff Gregory Tony” on the packaging.

    8)A public internet search and discovered a similar bleed control kit produced and sold by North American Rescue, LLC with listed price of $649.00 for an 8-pack bleeding control kit.

    9)On September 12, 2019, Sheriff Gregory Tony announced in a public press conference that the initial procurement of emergency bleed kits were purchased for $512,000 for a total of 854 bleed kits, under a State of Florida grant named after Coach Aaron Feis, a victim of the Marjory Stoneman Douglas school massacre. Photographs of Sheriff Tony displaying the procured bleed kits were similar to the 8-pack bleeding control kits produced by North American Rescue (NAR). 854 kits divided by $512,000 is approximately $599 per kit. The awarded kits were procured from North American Rescue (NAR) located in Greer, SC, where Castillani is CEO.

    11)A online background investigation revealed that Gregory Tony previously listed his employment as the Director of Community Preparedness at North American Rescue, LLC, from October 2016 to December 2017.

    12)A review of Broward First’s filing documents with the Broward County Supervisor of Elections and determined that Adam Nadler, 10850 Wiles Road, Coral Springs, Florida 33076, formed the Political Action Committee on June 24, 2019, and is the registered Campaign Treasurer. The listed financial institution for contribution deposits is Bank of America, 315 S. Calhoun Street, Tallahassee, Florida 32301, a federally insured banking institution.

    13)An address search of 10850 Wiles Road, Coral Springs, Florida 33076, and determined the address is a business identified as CrossFit Immersion. A search of State of Florida Division of Corporation records and found an active corporate record for Immersion Fitness, Inc. 10850 Wiles Road, Coral Springs, Florida 33076 with President Adam G. Nadler.

    14)Sheriff Gregory Tony was a member of CrossFit Immersion located in Coral Springs along with Andrew Pollack, father of one of the Marjory Stoneman Douglas victims, who publicly supported Tony’s appointment as Sheriff of Broward County, as referenced in a public interview with Pollack and multiple online news reports. CrossFit Immersion’s public Facebook page shows multiple photographs of Pollack at their location. A review of the the Broward First treasurer’s filings with the Broward Supervisor of Elections also located several contributions made by members of the Pollack family.

    15)On July 11, 2019, a fundraiser event was held by Broward First for Sheriff Gregory Tony with contributions made payable to Broward First. One host of the fundraiser was Lori Alhadeff, whose in-kind contribution was listed in the Broward First treasurer’s filing as well as displayed on her public Facebook account. Alhadeff is an elected member of the Broward County School Board responsible for oversight of Broward County Public Schools, the recipient of the bleed control kits purchased by the Broward Sheriff’s Office and the mother a student killed in the Marjory Stoneman Douglas Massacre.

    16) Former Undersheriff of Broward County, Sean Zukowski, appointed by Sheriff Gregory Tony, is a former Coral Springs Police Officer who worked with Tony and was previously a Greenville, South Carolina police officer with a current home residence located in Taylors, South Carolina. His home residence, is located immediately nearby the corporate headquarters of North American Rescue, LLC. Zukowski resigned his position as Undersheriff on September 5, 2019.

    17)On September 12, 2019, the Broward Sheriff’s Office hired Robin Rorapaugh to an executive role as Director of Government Affairs wherein she receives payroll from the Broward Sheriff’s Office. Rorapaugh’s online profile states she is a South Florida political and elections consultant.
    Broward Sheriff’s Office has hired additional personnel to escalate marketing of the Broward Sheriff’s Office and Sheriff Gregory Tony’s public appearances using county monies as a candidate for Sheriff of Broward County, Florida. Mailings to residents about emergency preparedness bearing Tony have been mailed to Broward residents using public funds also as part of this marketing campaign in advance of announcement.

    The media these days can’t be trusted for the truth. If it doesn’t fit their political agenda they won’t do a story. If true, this needs to be given to the national media for it to be investigated.

    Unless he was arrested for home invasion do you think Broward county would care? The same Broward that is ok with 4 criminal violations on school property before the police become involved and then another 3 chances off school grounds with the civil citation program? Good luck with a juvenile record meaning anything to Broward voters

    History reveals that attacking a candidate based on their past, especially as a black juvenile will backfire, and most likely propel the candidate. Let's remember, the former was accused of the same types of indiscretions, and the denial and complete abandonment of his own flesh and blood. If there's anything that would create pause, it would be that; and it didn't. A character attack on Tony will absolutely NOT prevent his election.
    The missing piece is the connection with the voter. Tony is perceived to be the candidate who is approachable. You won't be able to change what the media has hyped up by August. What needs to happen is for the rank and file to find a way to EDUCATE the public about the conflicts and dilemnas that deputies face in terms of politics. The VOTER needs to consider how first responders will, within seconds make a choice about action/inaction under the circumstances of what Tony is proposing and practicing. The voter has no idea of how the Tamarac incident has affected deputies. The defense of the action in Tamarac needed to come from a human angle rather than just a defense of policy.

    First, Tony is the most unapproachable Sheriff in the last twenty five years, second the public needs to know that deputies are now thinking about their family, jobs and pensions. That means hands off and it’s easier to write a report then be subjected to these new civilian review boards. This translates into higher crime in Broward County. Parkland you wanted him you’ve got him, now I have to think about the best interest for myself.
