    This is the type of attitude that get's LEOs fired, arrested and jailed, as well costs the agency and the taxpayers a ton of money.

    Now, i have been perusing the use of force by PCSO deputies, over the last few years. It appears that there might be a real use of force problem in that agency. In-custody arrestees being shot in the back set of a patrol car. Deputies threatening a man walking down the middle of the street filming them. And, there is a higher than average number of police involved shootings for that agency. Now, this might be because the agency is working high crime areas where the criminals are prone to resisting arrest by shooting. On the other hand, the deputies might also be a little quick on the trigger. There is one OIS case, which is still open, which is a little out of the ordinary, as well. It might be a good idea for the administration to take a close look at how the agency personnel react to situations. If the cause for all of these shootings is the criminal community, that is one thing. But, if there is a tendency for personnel to over react, that can be a big problem for the agency AND the deputies.

    The problem is that under what circumstances LEOs THINK they can lawfully shoot someone and the actual circumstances under which they can lawfully shoot someone are two different things. Also, many LEOs have NO IDEA when they can use force to enforce an order. Better learn what the limits are, or you are going to end up in serious trouble.

    Now, while a LEO can "order" a person to step out of his vehicle, the circumstances which allow the LEO to use force to enforce that order are rather narrow. The same exists with regard to handcuffing people stopped for such things as traffic violations. There has to exist a REASONABLE concern that the person stopped represents an immediate threat to the officer or the public. But, do what you want. We can probably use fewer idiots in LE.
