Actually it has been this low before when the absolute king of zero’s AKA the cop shooter GP was in full control of that bureau along with the kiss ass PAV. Don’t forget his little minions from the super squad C. But you are right in a way. Having a macho major who is insecure about himself and a inexperienced and inept chain of command will bring that place down to the ground.
