He sat stunned at the question and sat pondering how to answer to help Max out. When he finally answered no one he didn’t have to. The committee member were shocked and asked what the word SHALL means. Looney Leo was loosing it by now and the committee realized that the fix was in between the Presidents failure to send the required documents and looney Leo’s stupidity, that they had no other choice than to send it back for a new hearing.
