    He's very smart he figured out he could make more money as a Lieutenant than a Captain. Lieutenants can make overtime Captains cannot.

    Prior to O'Reily changing his mind two days before promotional ceremony. When the Chief was making his phone calls to advise certain Lieutenants that he was promoting them to Captain. One Lieutenant advised the Chief by phone thank you but no thank you. So therefore there were actually two Lieutenants who turned down the Captain promotions. The only reason Steinman was chosen is due to the 1st L.T. turning down promotion.

    I overheard one of the newly promoted captains talking and they werent told what they were making until the afternoon before the promotion.
