    No! The concept is sound, but its application is of an era long gone. Instead, the operation should move to a more District-centric model, where the GIU Commander working in concert with District Platoon Commanders identify a Hot Spot that would benefit from a TNT-like operation. The GIU Commander delegates the crafting of the operational plan to the CST sergeant, who -- thinking outside the box -- will develop the plan's staffing, methodology, and implementation. Should additional personnel be necessary, such could come other districts within the Division; even inter-Division, like Narcotics. At this stage, is where the District Major must exercise leadership and lobby the Division Chief and Assistant Director for such additional resources.

    After a successful enforcement action, the operational plan must have a uniform patrol component, unencumbered from calls for service that will make sure drug dealers do not return to re-infest. That was the essence behind "Weed and Seed," which is what TNT was all about. In essence, Herman Goldstein SARA model.

    TNT was an effective tool against street level drug sales and violent crime. It is very important to have the right people in the right positions. At the end, they put a political appointee LT in there and that dragged the whole unit down. Morale suffered and so did productivity.

    TNT worked very well for about two decades. Had its ups and downs over the years, but was an effective tool fighting street level crime and drugs. TNT went down hill after they put a POLITICAL appointee LT there who just dragged morale down. You need good people there to be effective, not political hacks! Freddie worked TNT, he knows.
