Actually all of the counties that you mentioned have similar problems, they just have not had a mass school shooting go down. Wait 'til one happens in one of these counties and then tell me how well run they are. At the moment, Pinellas County has an OIS, where a plain clothes officer jumped out of his unmarked car and emptied his gun at two guys walking across their own yard one of whom was carrying a rifle, without warning. His story is that the men pointed firearms at him, in a threatening manner. So far none of the published evidence backs that account up. He has been lucky so far, because the agency has been making a big deal of the fact that the men were convicted felons. Of course, they fail to mention that the deputy did not know this when he jumped out of the car, gun blazing.

All agencies have problems from time to time. And, while Israel was no great shakes as a leader, the BSO was NOT responsible for the MSDHS shooting and I get real tired of people continually claiming that it was.
