Follow the money. Police “sell” drugs to buyers, the confiscated money goes to HR to “count” behind closed doors, HR buys new house, boat, truck, camper (all stored at “property warehouse” at HPD)

HR makes great friends with a pawn shop owner. Convinces the city to allow more pawn shops, sells confiscated guns to said pawn shop, buys new (used) safes from pawn shop and put in each sector (for much more than they are worth). Launder his ‘cut’ from above dope deals.
