    Thus meaning they can’t interview you unless they give you your rights and you can refuse to talk. Only your employing agency can compel
    you to give a statement regardless if it’s administrative or criminal.

    If they compel you to give a statement, they can't use what you say for a criminal investigation. If they read you your rights, its criminal, so get a attorney. The other can only be used in house, to fired or what ever they feel like.

    This was done as a safety layer to get a proper criminal investigation. Once they have finish goes back to the department for a administrative investigation.
