All this means nothing. Other agency can investigate if they want.

Is this for criminal allegations against police and fire as well?

Did Carollo get FDLE and FBI's approval to assume such investigations?

The ordinance was passed in reference to investigations into Politically elected officials. Any investigation should be conducted by an outside agency.

Politically elected officials and employees. Does that apply to the police department and staff members?

They can do a criminal investigation but could not conduct a disciplinary investigation. Because they are not your employer they can’t compel you to give a statement just like CIP can’t do. If it’s criminal read me my rights, and take the fifth.
