Yes and no. Promoting Goldberg to captain was a joke and was a clownshoes incompetent move ....... but Israel wasn't so stupid he didn't know Goldberg wasn't an incompetent. He put Goldberg in charge of one of the jails for maybe five minutes but that didn't work so out so he gave Goldberg a series of assignments over the years with no real responsibilities so he couldn't F*** it all up (like supervising the worthless outreach clowns, raising Israel campaign dollars and pushing Israel brochures at people).

Every investigation, including media and the Senate's Special Master, came to the conclusion that Israel did not commit the charges that were made against him and that he was not responsible for either the incident at FLHIA and MSDHS.
