This is the case that they should be looking at. Ortiz was there involved and in command. Him and lugo tried to hide his involvement. He even waited a month to see if the cost was clear to do and turn in his overtime slips showing he was working. Not to mention he was chasing motorcycles the day before.

1) In the first place who wants to work in correction?
2) Ortiz should’ve been fired years ago but they allowed him to misbehave after receiving complaint after complaint which just made it worse.
3) Why wasn’t he being monitored in the early warning system for complaints?
4) At the end the monster just got to big to control. I’m sure him taking steroids and human growth hormone which he was getting at Body RX was the cause for his recents erratic and unpredictable behavior.
5) the monster was loose and was kept given power to keep on doing damage.
At the end Ortiz forgot that his core value was the SERVE and PROTECT the community that hired him. He was doing the opposite by Abusing his power. The writing was on the wall and the administration refused to see the signs turning a blind eye.
Will Ortiz ever be back and wear a MPD uniform again? Only time will tell but for what the community has lost trust in him.
May this be a lesson.
